INTRODUCTION OF NEW PARKING RATES NORMAN MANLEY INTERNATIONAL AIRPORT


New parking rates are scheduled to be implemented at the Norman Manley International Airport on Monday, 2004 May 3. The new rates will be effected by an automated car park collection system which was recently implemented.


NEW PARKING RATES

The existing public car park rate is a flat rate of forty dollars ($40.00). The rate is not determined by the length of stay of the vehicle within the facility. The new rates to be introduced at NMIA are time-based and are as tabulated below. Car park users will be issued a ticket at the point of entry, which should be retained for the determination of the amount to be paid at the time of exit.

PARKING ACCESS SYSTEM

The automated system is located at the main Public Car Park and provides vehicular access control for entry and exit to the parking area, automatic issuance of tickets to users, determination of the time-based parking fee to be paid and the recording of all transactions related to parking.

The introduction of this system has resulted in the following:

Entry Lane

  • A new entry lane, in close proximity to the previous one, being used. Hence there is a slight modification in the movement of traffic. The previous entry lane is being used for exit.
  • The entry lane is equipped with a single ticket issuing machine and a barrier gate. The action of pulling the ticket from the dispenser will activate the opening (lifting) of the gate to allow the entry of one vehicle. The ticket (paper based) has a magnetic strip and is date and time stamped.
    Retention of the ticket, issued on entry, by the vehicle owner/driver is critical to facilitate the payment of the relevant parking fee at the point of exiting the car park.


Exit Lane
  • The cashier booth adjacent to the exit lane of the main Public Car Park is equipped with a fee computer and an exit barrier gate.
  • On exiting the car park, the user will hand the ticket to the cashier for it to be scanned. The fee to be paid by the user will be determined automatically by the system based on the length of stay indicated by the ticket. A display unit visible to the user will highlight the 'total park time' and the relevant fee to be paid.
  • The cashier will facilitate the collection of the payment, process the transaction on the computer and issue the user with a detailed receipt.
    § Once the transaction is completed, the system will open the barrier gate to allow exit of the vehicle.

The ticket will be retained by the cashier and is invalidated against future use once payment is made.

Grace Period

A car park user who chooses to exit the park after 5 minutes will be facilitated at no charge. The ticket issued at the point of entry will need to be returned by the user.

Full Car Park

The system will track the number of vehicle entering and leaving the car park relative to the capacity, and provide an indication when the car park is full. This will result in a change in the public information digital signs, to indicate this condition. Public Car Park #2 will then become 'open' for use, with the relevant directional signs to indicate availability and location. With a defined number of parking slots in Car Park # 1 becoming available, the signs will indicate the 'open' condition for this entity.

Lost of Ticket

The Airport Parking Records will be checked to determine the period of stay of the vehicle (based on the Licence Plate Number) in the Public Car Park. For
vehicles for which the Records indicate that parking was less than or equal to 24 hours, a charge of $150.00 will be applied. Payment for which the parking duration is determined to be greater than 24 hours will be calculated based on the number of 24-hour period, or part thereof.

Example: For parking stay which is greater then 24 hours but is less than or equal to 48 hours the payment charge is $300.00.

Users reporting the lost of their parking ticket to the cashier will also need to provide their Driver's Licence and the Licence Plate Number of the vehicle for a record to be made by the cashier.
