Senate Passes
Amendments to the Civil Aviation Act.

The
Upper House of the Jamaican Parliament has passed amendments to
the Civil Aviation Act, which will expand the range of offences
relating to aviation safety, and increase penalties for some of
these offences.
The
Civil Aviation Authority (CAA), which is responsible for the regulation
of the aviation sector has accordingly been given additional powers
to ensure compliance with aviation procedures and legislation.
This
new legislation has been crafted with security in mind, especially
in the context of the September 11, 2001 attacks in the United States
of America.
The
Bill will among other things:
- Change
the name of the Civil Aviation Authority to the Jamaica Civil
Aviation Authority.
- Empower
the Authority to impose administrative penalties.
- Give the
Authority the power to establish standards, to certify and to
assess the operational safety of commercial flight operations.
- Empower
the Authority to expand its mandate to conduct inspections and
accident investigations.
- Ensure
that there are regulations that will require operators and owners
of aircraft to provide prescribed liability insurance.
- Establish
an Appeals Tribunal to hear complaints about the Authoritys
decisions.
