The Toll Authority was established under the Toll Roads Act passed in February 2002. The act established the legal frame work for the development, construction and operating of toll roads in Jamaica by the private sector.
The functions of the Toll Authority is to
- Regulate the operation and maintenance of toll roads and other facilities necessary on or adjacent to toll roads.
- To monitor compliance of concessionaires with the terms and conditions of concession agreements
- Provide advice on the design, construction, safety, regulation, operation and maintenance of toll roads in Jamaica.
Prior to the promulgation of the Toll Roads Act, the arrangement and conditions for the development and operation of toll roads were documented in the Concession Agreement. The term of the agreement govern the actions of the Developer and the Grantor, National Road Operating and Construction Company Limited (NROCC).
