Minister Robert Pickersgill
Minister

Hon. L Michael Henry

The Honourable L. Michael Henry was sworn in as Minister of Transport and Works on Friday September 14, 2007, after the Jamaica Labour Party’s successful contesting of General Elections on September 3, 2007. The Minister has been the Jamaica Labour Party’s candidate for Central Clarendon since 1976 and MP for that area since 1980. He has also served as a Minister of State for Information and Minister of Tourism and Agriculture.

Mr. Henry’s civic career includes membership of the, Kiwanis Club, Jamaica Library Service Board, Board of the Institute of Jamaica, Kingston Cricket Club and the Jamaica Motoring Club. He was educated at the St. Catherine Elementary School, Beckford & Smith and Ealing Technical College (U.K.) and is an author/ Publisher by profession. He has been the Chairman of Kingston Publishers Limited since 1980.

Hon. Joseph Hibbert

Hon. Joseph U Hibbert was appointed Minister of State in the Ministry of Transport and Works, following the installation of the new administration. Minister Hibbert entered representational politics in 2002, contesting the East Rural St. Andrew seat, which he won. He ran and was victorious again in the recent September General Elections held on September 3

Prior to representational politics, Minister Hibbert occupied the position of Chief Technical Director in the Public Works Department (now the National Works Agency which is one of the Agencies reporting to the Ministry of Transport and Works). This he did from 1972 – 2000.

Minister Hibbert is the holder of a BSc. Degree in Civil Engineering from the St. Augustine Campus of the University of the West Indies as well as an MSc. in Highway Engineering obtained from the University of Birmingham, UK.

A member of the United Church of Jamaica and Grand Cayman, Minister Hibbert is the father of five children and is a member of the Jamaica Institution of Engineers as well as the Professional Engineers, Jamaica.

He is an avid domino player and reads voraciously.


 

PS Dr. Alwin Hales
Permanent Secretary,

Dr. Alwin Hales

Dr. Alwin Hales has been Permanent Secretary of the Ministry of Transport and Works since January of 1998. He also served as Permanent Secretary of the now defunct Ministry of Local Government and Works from June 1996 to December 1997. Prior to this appointment he was Chief Technical Director of the National Irrigation Commission. He has had extensive work experience as an engineer at Agro 21 Corporation Limited, Urban Development Corporation and the Scientific Research Council.

Dr. Hales has a Doctorate (Ph. D.) in Water Management from the University of Southampton (UK), a Master (M.Sc.) in Water Resources Engineering from the University of Guelph (Canada ), and a Bachelor of Science (B. Sc.) in Civil Engineering from the University of the West Indies.
